“Eco-water Security and Green Development in Yangtze River Basin”

This presentation addresses the eco-water security and the issue for green development under the changing environment in the large river basin through case study of Yangtze River basin in China. Yangtze River is the largest river in China and the 3rd largest river in the world with 6,397 km long and 1.8 million km2, which was called as the mother river and the life river for social & economic sustainable development in China due to its population of 4000 million, and GDP 4000 billion CNY, and water resources amount 990 billion m3.
Under the impact of climate change and significant land use & cover change, Yangtze River basin faces to a series of challenges, such as hydrological processes change in both upstream, middle stream and downstream, water environment issue due to river development and urbanization, and ecosystem degradation such as the finless porpoise & “four major domesticated carps” have been greatly reduced in the river basin. The great protection and green development of the Yangtze river have become the priority issue for China social & economy development, in which the green development is a term used to describe the effort to go about the process of developing model for a river system or city and country in a manner that takes into account the environmental and ecological needs of that community. Thus, this distinguished lecture presented three key issues, namely (1) Eco-water security, that means ensuring extent for ecosystem (forest-grass cover, river & lake, wetland & coastal zone and human settlement ), served for human survival & development demands and linked with water cycle in basin or global, not allow to be damaged and polluted; (2) Eco-hydrology & its practices, particular on the ecological hydrological process and standard ecological flow, related to river and lakes system, eco-water Engineering such as developing an ecological dam or reservoirs to balance and coordinate the benefits for both social & economy and natural eco-system through using nature-based solution; (3) Development of Yangtze River Simulator, which means an integrated system served for Yangtze Basin with functions of assessment, modelling, warning, prediction and decision support, through its Monitory-Modelling-Nexus, that emphasizing interactions among upstream, middle stream and downstream, deeply interdisciplinary of natural science and social science, and support by big data and artificial intelligence.
Key points of this presentation would be shortly summary as follows: (1) Yangtze River basin faces to challenges on its water security, particular it eco-water security and integrated system issue due to environment changing; (2) Great protection and green development for Yangtze river is one of major issues in China, that give new demands and opportunities to develop Ecohydrology, Yangtze River Simulator and thier practices; (3) Eco-water Engineering based nature solution would be an available way to balance benefits to develop social & economy and also protect environment; (4) Chinese community on ecohydrology has done some jobs, and wish to do more international cooperation by interdisciplinary way and Yangtze River Project practices.
Prof. Jun Xia is the academician of Chinese Academy of Sciences (CAS), and Chair Professor & Director, The Research Institute for Water Security (RIWS), Wuhan University, also Director, Center for Water Resources Research (CWRR), CAS. He has ample experiences on leading hydrology, water resources research, managing and consulting jobs in China and international since 1987. He was severed as the President of International Water Resources Association (IWRA, 2009-2012), Board Governor of World Water Council (WWC, 2009-2015), Co-Chair, InterAcademy Council for Water Programme (2004-2010), Bureau Member for International Union of Geodesy and Geophysics (IUGG) since 2019. He was awarded “International Hydrological Prize -Volker Medal”, given by IAHS, UNESCO and WMO in 2014, the 2017’s State Natural Science Award in China and 2019’s IUGG Elected Fellow.
